President Obama’s White House produced a “secret plan” in October to counter a possible Election Day cyber attack, which was detailed in a 15-page document obtained by TIME.
The plan lists measures such as sending armed federal law enforcement agents to polling places, mobilizing components of the military and launching counter-propaganda efforts.
The plan was put in place in order to thwart “all potential cases of malicious cyber activity impacting election infrastructure, state, local, tribal, and territorial governments.”
Had a significant incident occurred, the White House was prepared to use several enhanced procedures which allowed for the deployment of armed federal law enforcement agents to polling places if hackers somehow stopped the voting process.
The plan also accounted for the deployment of active and reserve military forces and members of the National Guard upon a request from a federal agency and the direction of the Secretary of Defense or the President.
In addition to actions taken during the election, there was another plan which would have been implemented in the three days after the election. It consist of a special interagency effort which would deal with any post-election cyber incidents, including planted stories calling into question the results.
TIME is claiming the plan reflects how thoroughly the Russian effort to undermine public confidence in the U.S. electoral system had succeeded .
The US intelligence community concluded that the Kremlin, under the authorization of Russian President Vladimir Putin, meddled in the election to undermine the US democratic process, but it doesn’t seem as though this plan was ever implemented. Leading up to and throughout the election, Obama repeatedly stated that the election was not being hacked.
A number of congressional panels, as well as the FBI and special counsel Robert Mueller, are investigating Russia’s involvement and any connections to Trump campaign officials, [even though there is NO evidence to support the investigation ]
